Normal sudoku rules apply. Divide the grid into islands of one or more orthogonally connected cells such that no two islands touch each other orthogonally. All non-island cells are in the ocean which must be a contiguous region of orthogonally connected cells that never completely fills a 2x2 area. Each black dot connects 2 island cells. Digits in cells separated by a black dot have a 1:2 ratio. Each white dot connects an ocean and island cell. Digits in cells separated by a white dot are consecutive. Each island contains exactly 3 different digits (with potential repeats), with the highest digit being equal to the island’s size.
