Normal sudoku rules apply. The sum of the digits on each arrow equals the digit in the circled cell. Each digit in the grid represents the height of the skyscraper in each cell. A digit outside the grid indicates the number of skyscrapers seen from the corresponding direction. Taller skyscrapers conceal smaller ones.
