Normal sudoku rules apply. The digits along an arrow sum either to the number in the circle (x) or to the square of that number (x times x). The circled digit does not contribute to its own sum. There are also 3 instances of paired cells in a circle (pill). Here, the two cells should be read as a two digit number, reading from left to right.
